His Majesty The "SOUN Centre for Care and Rehabilitation" was inaugurated in Dubai today by Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, the city's second deputy ruler.
The Center was founded by the Community Development Authority (CDA) with the goal of giving young offenders a safe and encouraging environment in which to be rehabilitated and guided toward constructive life changes.
In particular, the establishment of a proactive and extremely successful social system for protection, care, and empowerment is in line with the objectives of Dubai Social Agenda 33.
His Highness was briefed on the crucial role of the "SOUN Centre for Care and Rehabilitation" in fostering collaboration amongst important organizations involved in juvenile judicial and administrative processes, such as the Family and Juvenile Prosecution, Dubai Police, and Dubai Courts, during the opening, which was attended by His Excellency Lieutenant General Dhahi Khalfan Tamim, Deputy Chief of Police and Public Security in Dubai.
The Center offers comprehensive rehabilitation programs intended to assist youth transformation and reintegration through partnerships with organizations like the Islamic Affairs and Charitable Activities Department, Dubai Health, UAE Ministry of Education, Knowledge and Human Development Authority, Dubai Municipality, Dar Al Ber Society, and ENOC Group.
Her Excellency The CDA's Director General, Hessa Bint Essa Buhumaid, stated that a safe environment is crucial to the rehabilitation of juveniles who have been sentenced by the court. This method promotes individual development, encourages constructive reintegration into society, deters negative behavior, and creates avenues for new opportunities.
The leadership's dedication to providing all-encompassing assistance for vulnerable populations is demonstrated by the opening of the "SOUN Centre for Care and Rehabilitation." The Center offers a range of comprehensive rehabilitation programs and encourages closer cooperation between the agencies in charge of juvenile justice and administration.

The CDA formally signed cooperation agreements with four government agencies—the Ministry of Education, Knowledge and Human Development Authority, Dubai Health, and Dubai Corporation for Ambulance Service—during the opening, which His Highness witnessed. The agreements seek to create an integrated, sustainable system founded on industry best practices. As instructed by judicial, legislative, or law enforcement authorities, the Center provides specialized assistance for various types of juvenile offenders, including those who are awaiting trial or who are at risk of becoming delinquent.
Dedicated housing, rehabilitation areas, a mosque, dining halls, playgrounds, gyms, a clinic, classrooms, a courtroom, multipurpose halls, administrative offices, and a facility that can house 48 juveniles, separated into boys and girls, are all included in the facility.
In order to guarantee a successful reintegration following their release, the Center's Care and Rehabilitation Department is dedicated to providing social and psychological support as well as behavior development to convicted juvenile offenders.
