Witnesses to a strange incident in midtown Manhattan saw a man hurl garden equipment from the 20th story, just missing people below.

After a prompt response, West Park, Florida resident Jean Olivier, 33, was taken into custody by the police. What exactly Olivier was doing in New York City and how he got to the top floor are still mysteries. Notably, the third story of the building where the event took place is home to the Consulate General of Haiti.
