There's no distinction between the presence of God and of the HolySpirit. The two are one and same entity in two different manifestations.
The easiest and only way you can witness or experience Him is by being broken. God can never pass a man who is broken and yeilded.
King David wrote in Psalms 34:18
_The LORD is nigh unto them that are of a broken heart; and saveth such as be of a contrite spirit._
Again in Psalms 51:17 King David opined;
_The sacrifices of God are a broken spirit: a broken and a contrite heart, O God, thou wilt not despise._
So whether you're talking about you experiencing God or you ministering the HolySpirit on another,the template is clear
